The Mtn Hardwear Windstopper Tech soft shell is not waterproof. It is water resistant, windproof, and highly breathable. It's a great jacket for cold weather active pursuits as it will allow your sweat to escape and prevent you from overheating.

I would have to echo most of what Mike said. I have used the jacket and have had pretty good success, as long as its not raining hard. It does an excellent job of windproofing, i tested it on a ride down a steep windy canyon early in the am and it performed well.
